Jimmy graduated from the University of Virginia in 1988 with a Bachelor of Arts in rhetoric and communications studies and earned his Juris Doctor from Washington and Lee University in 1991. He is a member of the Old Dominion Highway Contractors Association, Associated General Contractors of Virginia, Virginia Asphalt Association, and Virginia Transportation Construction Alliance.
